I imagine the number between 3 and 5 is unlucky in Vancouver or Canada generally... or just among Canadian architects, maybe... since it ain't there.

That's pretty much it - number 4 is considered unlucky by Chinese (and Japanese), and since quarter of Vancouverites are actually of Chinese origin avoiding the number is quite common. To a westerner it just seems a bit weird - I mean, there is a fourth floor, they just call it fifth ;)

4 is terrible. The word for 4 in Chinese sounds similar to the word "Death". My Realtor said that he seen places that sold for $139,999 and the buyer would not pay the extra 1 dollar to get the 4 under any situation.

Also consider this, a town in Greater Vancouver called Richmond is the biggest Chinese center around here, only because the name "Richmond" sounds like "Rich man".

Of course who am I to judge? Jews (those of a religious opinion) think that a burning bush talked to a man.
